As a back up, the SE16 London Voices website is a useful source of local contacts. It is a little out of date and I have been unable to get hold of its owner, but I find that it is still a very good resource: London Voices, SE16
You may want to try Southwark Council. There is a set of phone numbers on their Contacts page. So far I (Andie) have never had an answer to an e-mail query to their general e-mail address, so my own personal strategy would be to stick with the phone numbers and be prepared to be held in a queue: Southwark Council Contacts
